Between 1977 and 1990 the Bank awarded 15 loans to SFRY for infrastructural improvements. Eight loans were for the highway, totalling $171,998,502.60 euro. Outstanding arrears of the loans stood in 2000 at 207.3 million. (see p. 8)
War damages were concentrated on transport infrastructure, and estimated at 1 billion euro (however this is uncertain) (p. 12)
Advice: rehabilitation projects should take precedence over new construction (p. 13)
Main road network of 6,500 km including 420 km of full motorway and 220 km of morway with one lane
Overall traffic has very substantially decreased. Because of new border and changes in trade, reorientation of traffic has taken place. Main East-West flows (in particular "Trans-Yugoslav Highway" has been partly re-directed north-south--for example the new major axis Hungary-novi Sad-Belgrade-Montenegro. (p. 15)
Total of 43 bridges were put out of service by NATO, after 18 months, 34 of these aback in service, and 7 more are being reconstructed (p. 17)

EIB proposed 134 million euro:
for urgent rehab including 136 km of roadway from Belgrade to Montenegro, the north-eastern access road to Rep of Srpska, and the route from Belgrade to Nis and Macedonia for 61 million euro
reconstruction of Sloboda Bridge over the Danube at Novi Sad for 60 million euro
imporvement of two road border crossing at Rep of Srpska and Macedonia for 13 million eruo
