Helsinki, 5-7th May 2006
Adopted resolution
A clear EU Perspective for South-Eastern Europe
The year 2006 is and will be crucial for the future of the South-Eastern European countries:
- the talks on the future status of Kosovo have started,
- the future of Montenegro will be decided in a referendum in May,
- accession negotiations will start after the end of the screening process for Croatia (and maybe also for
Macedonia) and
- talks on the Stabilisation and Association Agreement for Bosnia and Herzegovina were opened in January.

Constitution Vukraj - translation
Constitution Vukraj, DragacevoHere is a translation of previously posted Constitution, made more than 50 years ago by my grandmother. By Ana Dzokic (http://europelostandfound.net/node/141).
In the dukedom of Vukraj (Wolf’s Paradise), duke is elected by citizens.
Anthem of the dukedom is changed as soon as it becomes boring.
Greeting of the dukedom is: uhu-u-u.
Holidays of the dukedom: 7.8. and invented birthdays.
It is forbidden to ask: which date, day or hour it is.
At the dining table is forbidden to say ‘enough’ than follows even more food.
Fish is not to be caught by explosive but buy a fork.
In the dukedom, ‘vu’ evaporates and only ‘tu’ stays.
Addressing is only by name.
Every citizen will get a nickname.

u njemu caruje drugarstvo.
U njemu je sve lepo,
u njemu je sve nezno,
u njemu se sve raduje...
U njemu je sve lepo,
u njemu je sve nezno,
u njemu se sve raduje.
Tamo su kuce od cokolade,
prozori su od marmelade,
tamo svako radi ono sto hoce, tamo raste svako voce...
U svetu postoji jedno carstvo,
u njemu caruje drugarstvo.
u njemu caruje drugarstvo..."

Rules and poetry
"it is something and it is going somewhere
no one is involved by default, but everyone can be
anyone can leave as soon as get bored
common flows are ambient for personal gone
if you invite others to join you, do not expect them to follow you
it is forbidden to ask for date, day or hour
take confidence before you make decisions
forget explosives, take skills
get a nickname and call others by their names
go to unknown city where everything that happens upgrades you
sleep whenever you want as much as you can
bring your sheets and take them after
make a gift, new play, song or suggestion and leave them behind
Constitution for the Lost Highway and its inspiration
Lost Highway Expedition is a temporary society based on involvement of a large number of individuals - the smallest constituting elements of this society. To engage with each other the idea is to create a number of rules or maybe guidelines that define relations between expedition participants, both mobile and stationary. These rules expand further to the way that the project is unfolding.
An inspiration of how these rules could be constructed is the constitution (see photo) made by my grandmother for the summerhouse that my grandparents made in Dragacevo, Serbia, in 1954. Their house was open for the guests. As it (was) is far from any public transport or shop the place had to function on a principle of self-involvement. The constitution has been painted on the wall, and its aim was to challenge the relationship between guests and hosts. In a witty way it plays with (erasure of) hierarchy, collective creation and responsibility. The last amendment says: "The constitution is in power until the moment it gets painted over".
